The libraries were provided funding which “held them harmless” for the 2011-13 Biennium funding cycle, but are now facing reductions to cover forecast General Fund revenue short-fall for the period. It is anticipated that the General Fund appropriation process, in place of a per filing fee assessment process, will have a negative impact on funding for these programs.
