		<description><![CDATA[Oregon&#039;s HB 2710, repeals a per filing fee funding mechanism for law libraries and substitutes a General Fund appropriation process.  The libraries were provided funding which &quot;held them harmless&quot; for the 2011-13 Biennium funding cycle, but are now facing reductions to cover forecast General Fund revenue short-fall for the period.  It is anticipated that the General Fund appropriation process, in place of a per filing fee assessment process, will have a negative impact on funding for these programs.]]></description>
